The Voter Registration Application may be used for first time registration, name change, address change, and signature update.
Instructions:
1. Print the Voter Registration Application.2. Complete the application and sign the affirmation statement.
3. Submit completed application to your County Elections Division.
Paper Voter Registration Applications must be submitted to your County Elections Division by 4:30 PM on the tenth day before each election.
Primary Election: July 31, 2024
General Election: October 28, 2024
Online Voter Registration:
To register online, visit olvr.hawaii.gov. You must provide a Hawaii Driver License or Hawaii State ID, and your Social Security Number.
Automatic Voter Registration Through DMV:
Applicants can register to vote at the Department of Motor Vehicles when they complete a driver license or State ID application. If the applicant is already registered to vote, the information provided will automatically be used to update their name and/or address unless the applicant declines.
Voter registration is also included when applying to receive public assistance with the Department of Health and Department of Human Services programs.
Applications are also available at the following locations:

- Satellite City Halls
- Most State Agencies
- County Elections Divisions
- Office of Elections
Uniformed and overseas citizens whose last residence address was in Hawaii may register to vote and simultaneously request their ballot be mailed to their out-of-state address by completing a Federal Post Card Application (FPCA). For more information, visit Military and Overseas Voting.
If you miss the registration deadline, same day voter registration is available at voter service centers, to register and vote in-person, beginning 10 days prior and through election day. Once you are registered, you do not need to re-register for another election unless your information - residence address, mailing address, or name change.
A person knowingly providing false information on a voter registration affidavit may be guilty of a Class C felony, punishable by up to five (5) years imprisonment and/or $10,000 fine. HRS §19-3.5
Each registered voter in Hawaii will automatically receive their ballot in the mail approximately eighteen (18) days prior to each election.
To register to vote in Hawaii, you must be:
- A U.S. Citizen
- A Resident of the State of Hawaii
- At least eighteen (18) years of age
- Non-U.S. citizens, including U.S. nationals do not qualify.
- Residency cannot simply be because of the applicant’s presence in the state, but that residency was acquired with the intent to make Hawaii the person’s legal residence with all the accompanying obligation therein.
- Hawaii law allows eligible individuals to pre-register at 16 years of age and upon reaching 18 years of age will automatically be registered to vote and mailed a ballot.
You can apply to register to vote by completing a Voter Registration Application or online with a Hawaii Driver License or Hawaii State ID. Completed applications must be submitted to your County Elections Division. For more information about voter registration, contact your County Elections Division.
Hawaii voters do not declare a political affiliation with their voter registration pursuant to the Hawaii State Constitution. Voters interested in becoming a member of a political party should contact the Qualified Political Party directly.
You must update your voter registration if you changed your name, residence or mailing address. You can update your registration online or by completing a Voter Registration Application and submitting it to your County Elections Division.
Automatic Voter Registration Update Through DMV:
For registered voters completing a driver license or State ID card application at the Department of Motor Vehicles (DMV), the information provided will automatically be used to update their name and/or address for voter registration purposes, unless the applicant declines.
Should you wish to cancel your voter registration or need assistance in canceling the voter registration of a deceased relative, please contact your County Elections Division.
The County Elections Divisions provide same day registration at voter service centers. New Hawaii voters can register and vote in-person. Similarly, registered Hawaii voters can update their voter registration and vote in-person.
You can verify your voter registration online by providing a Hawaii Driver License or Hawaii State ID, and the last four digits of your Social Security Number. You may also contact us at 808-453-VOTE (8683). Neighbor Islands may call toll free at (800) 442-VOTE (8683). Please be prepared to provide name, residence address, and date of birth in order to verify your status.
Do I have to register before each election?
No, once you have registered to vote, you do not have to re-register for each election. Re-registration is required only if you have moved or legally changed your name.
I recently moved, do I have to update my registration?
Yes, you should update your registration if you have moved or legally changed your name. All registered voters receive a mail ballot packet at their mailing address, so it is important that you update your registration. You can update your registration online, or by submitting a Voter Registration Application.
How do I obtain a document to prove I’m registered to vote in Hawaii?
To obtain a voter registration certificate, contact the County Elections Division where you are registered to vote.
I am 16 years old, can I register to vote?
State law allows for pre-registration at 16 years of age, but you must be 18 years of age by election day to vote.
Will I be notified after registering?
You will be mailed a notification postcard verifying your voter registration status prior to the election.
Can I register online?
Yes, you can register online at olvr.hawaii.gov. A Hawaii Driver License or Hawaii State ID is required to access the online system. If you do not have either form of ID, you may complete a Voter Registration Application and submit it to your County Elections Division.
Is the online registration system secure?
Yes. The online voter registration system is maintained on the Hawaii State Government Private Cloud, which is operated by the Office of Information Management and Technology.
